Announcements:
  • Andy Hoefer announced the club ski day taking place at noon on March 15.
  • Andy Hoefer noted the upcoming event with anthropologist Kathy Reichs on April 10 at 6pm at the UW Conference Center.
  • Tom Mangan announced that the annual MS Walk in Laramie has been discontinued. However, Rotarians can still help support the cause by registering under the normal Rotary Walks team with the Cheyenne walk
  • Nicole Hauser announced that the Laramie Soup Kitchen needs bottles of wine donated for its upcoming Dueling Pianos fundraiser.
  • Paul Heimer updated the club on what the United Way of Albany County is doing for the families who lost homes at Wade’s Mobile Manor. United Way is working with Interfaith-Good Samaritan to raise money and to get the families resettled. They are checking needs and working to provide families with a security deposit and first month’s rent for a new place to live. The Christmas family cans were passed around for a collection.
  • Caitlin White told the club that the board approved Jamie Terry, Tim Snowbarger, and Kris Whitfield for membership.
  • Caitlin White announced that the LCCC scholarship fund involving our club is up to $31,173,925.
 
Rotarian of the Week: Herb Manig nominated Paul Heimer for his work to help the Wade’s Mobile Manor families; Paul Heimer nominated Kerry Greaser for having the idea to collect donations at the meeting.

Introduction of Program: Don Brosz
 
Harry LaBonde spoke to the club about the Platte River Recovery Implementation Program. The purpose of the program is to implement certain measures to help with the U.S. Fish and Wildlife Service’s recovery recommendations across Wyoming, Colorado, and Nebraska. Recovery recommendations from the program are designed to help the whooping crane, least terns, the piping plover, and the pallid sturgeon.
 
The program has a long history starting back in 1973 when the Endangered Species Act was passed. In 1997, the Department of the Interior, Wyoming, Colorado, and Nebraska approved a collaborative agreement.
 
In 2006, the two-phase program started. The first increment will run 13 years, ending in 2019, and the second increment will follow to expand water and land goals.
 
In the first increment, major milestones were: acquiring 10,000 acres of habitat in the Central Platte River Basin and acquiring 90,000 AF/year of water to offset shortages. It also monitored target species and tested hypotheses used to develop the program.
 
The total cost for the first increment was $317,330,000 spilt between the DOI and the three states.
 
With the second increment, the Wyoming Water Development Office will attempt to create a species habitat totaled 29,000 acres, to further monitor species, and to continue with adaptive management. The proposed second increment extension would go through 2032.
